DENR Administrative Order No. 24 of 2013 on the Chemical Control Order (CCO) for Lead and Lead Compounds.

This Administrative Order, consisting of 14 sections completed by two Annexes, establishes the Chemical Control Order (CCO) for Lead and Lead Compounds. It aims at regulating, restricting or prohibiting imports, manufacture, processing, sale, distribution, use and disposal of chemical substances and mixtures that present unreasonable risk or injury to health or the environment; to prohibit the entry, even in transit, of hazardous or nuclear wastes and their disposal into the Philippine territory for whatever purpose; and to provide advancement and facilitate research on toxic chemicals. This Order aims to the following: increasing awareness about the toxicity of lead and lead compounds and the availability of technically superior and safer alternatives; developing the framework for implementation of appropriate prevention programmes to reduce and eliminate risks from the use of lead, providing guidelines and assistance to identify and release potential lead exposure industrial facilities to reduce workers' lead exposure. Sec. 4 specifies cases in which use of lead and lead compounds are strictly prohibited. Sec. 5 establishes requirements and procedures.
